Timing Belt Balance Shaftsweights?

1996 Toyota 4 runner 3rz-fe 4 cylinder 2.7L.

Reassembling Timing Chain and the service manual talks about before you start reassembling Notice:

Make sure weights of balance shaft No1 and No2 are at the bottom.

How is this procedure done? I've looked all over factory service manual with no luck.

Anyone have any ideas?
